The United Kingdom and the United States have secured a significant commercial pact that will preserve no duties on UK drug exports entering the American market.

Key Provisions of the Deal

As part of the deal, the UK has pledged to increase expenditure on pharmaceuticals through the NHS. This commitment secures that import taxes on these key goods will remain at nothing for a timeframe of the next three years.

This development follows previous threats to significantly raise duties on branded pharmaceutical imports, with figures mentioned up to one hundred percent.

"This agreement between the UK bolsters the international landscape for new treatments and introduces much-needed fairness to transatlantic drug exports," an announcement said.

Trade Impact

Drugs represent one of the Britain's largest exports to the United States, which is by far the largest buyer for major companies like GSK and AstraZeneca.

Trade data show that in the 12 months leading up to last September, the UK shipped medicines valued at over eleven billion pounds to the US. This figure made up a significant portion of all goods exports in that timeframe.

"This agreement protects jobs, stimulates capital expenditure and paves the way for the UK to become a global hub for medical research," a government official remarked.

Key British Pledges

The deal involves several specific pledges from the British government:

  • Higher Cost Ceiling: The UK will increase the cost ceiling at which it judges new treatments to be prohibitively costly by 25%.
  • Increased NHS Spending: There is a target to double overall NHS spending on medicines from 0.3% of Gross Domestic Product to 0.6% over the coming ten years.
  • Payback Limit: The sum drug companies must pay back to the NHS to prevent overspending will be restricted at fifteen percent. In the past, repayments exceeded twenty percent.

Broader Context

The deal follows a long-running dispute between the drug companies and the ministers over spending levels and regulatory access.

The disagreement were exacerbated by assertions that US customers were charged a premium for the same drugs than people in the UK and Europe.

Over the last 18 months, several significant manufacturing plans in the UK have been paused or scrapped, while substantial expansions have been announced toward American operations.

One official publicly accepted that the NHS had to invest a greater share on medicines, noting that its budget allocation on drugs had declined as a percentage of its resources over the past decade.
