The Australian skipper has taken over 300 dismissals in 71 appearances with an stellar bowling average.
The Australian selection chief Bailey has confirmed that skipper Cummins will play a "major part" in this winter's Ashes series.
There were concerns that the veteran bowler might sit out due to a ongoing back issue that was still troubling him.
Previous updates from the squad suggested no definitive call had been made regarding whether he would play, with the Test matches set to start on 21 November in the WACA.
Bailey expressed that Cummins is "building up" and felt positive about the likelihood of being involved.
"We know that the clock is ticking and there are permutations involved, aside from the physical problem, but further aspects," the selector added.
"The outlook is good. [We are] really confident that he'll participate in a major part. Hopefully it's the first Test. Should that not happen, we'll reassess."
Injury History
Cummins was ruled out the white-ball matches against India and New Zealand in the previous weeks after medical tests showed a lumbar bone stress.
He has a history of spinal problems, with setbacks in multiple past seasons forcing him out of three Australian summers in a short span.
The bowler mentioned he would be ""aggressive" and "take risks" in his recovery plan to secure his spot for the series.
The selector indicated that there was no confirmation if Cummins had begun bowling as part of his rehabilitation but admitted it was "becoming urgent" for him to be fit for the opener.
Alternative Arrangements
Should Cummins not be fit, former captain Steve Smith will assume leadership.
Versatile player Green was withdrawn recently from the ODI lineup for their ODI contests against the Asian giants as a preventive step because of an abdominal issue.
The selector characterized it as a "minor" injury and mentioned that Green will play in the domestic first-class competition, so will be "well-prepared to resume bowling."
"Considerable effort has gone into creating the schedule for him to be available for the first Test as an dual-role player," the selector detailed.
"His involvement was limited to the starting games regardless. The way he swings the bat in limited-overs, if it causes any delay for a short period, we opted to approach this more conservatively."
